One of the tools I've employed in order to curtail impulse buying is a wish list. It's just a sheet of paper on which I write what I want to buy, along with its price. I then add a priority to the item -- low/medium/high. So far, it's worked well in helping me focus on what I need to buy rather than what I want to buy.

Many years ago, when I had a paper route, I'd have an envelope for each item that I was saving for, and every week, some money would go into the envelopes. When I had enough money for the item, I'd buy it. Perhaps I should re-institute that as well.

Speaking of paper routes....have all the newspapers in the US gone to morning-only editions? Are there any afternoon papers left?
