Hidden inside colleges with music programs are frequently floors filled with practice rooms. (Michigan State U. has an entire building devoted to them.) Here in Columbus, strangely enough, I use the ones at Capital University more frequently than the ones on the OSU campus where my day job is.
If you're worried about going to a campus that you have no official ties to, stop in when traffic is lightly to be light (e.g., Christmas Break) with an instrument case, poke around a little, and see how many rooms are full. If there's vacancies, there's usually no hard feelings about you being there.
